Windows 2003 cannot create an EFI system partition on its own.
You can use Itegrity Smart Setup CD to do that.
If the wizard doesn't work use diskpart from tools.
Clean, new GPT, make msft boot.

No known CD keys exist for these images and attempts to generate
failed. Instead you can remaster the image and add pidgen.dll to
ia64 or slipstream pidgen.dll to system32 at setup time.
